POSITION
SUMMARY:
Position is responsible for direct administrative
oversight and clinical supervision of a school based Child/Adolescent Day
Treatment Program in
MAJOR DUTIES AND
RESPONSIBILITIES:
1. Conducts clinical staff
meetings for Day Treatment Behavioral Specialists, and oversees service
delivery for Day Treatment at assigned schools.
2. Participates in the
screening of new service requests within the Frederick County Day Treatment
Program by means of agency approved
procedure which ensures that all individuals are adequately
and appropriately served according to their needs
and in accordance with existing Board policies and procedures.
3. Recruits, trains, orients,
and supervises all site specific program staff in consultation and conjunction
with the Day Treatment Coordinator and other management and supervisory staff
and conducts periodic performance appraisals of subordinate staff.
4. Insures complete, timely and
accurate documentation of client-related services through monitoring &
educational activities with Day Treatment service providers, collaboration with
Quality Assurance staff, and maintaining a current understanding of DMAS,
DMHMRSAS, and agency policies, procedures and requirements. This function includes including monitoring
and tracking of service authorizations, billing/invoices, progress reports to
referral sources/community agencies, administrative reports to Day Treatment
Coordinator, and other related coordination functions in order to insure a
timely and responsive Day Treatment service delivery system.
5. Develops effective referral
relationships with other youth-serving agencies; promotes and educates
community and relevant agencies about services available.
6. Provides direct
administrative and clinical supervision to all site Day Treatment Behavioral
Specialists (FTE & Hourly) to
include: providing training and in-service activities designed to maintain and
enhance skill development; monitoring staff’s documentation of services
provided; ensuring provision of effective and clinically sound services;
maintaining a team of effective Day Treatment Providers through effective
supervision, performance evaluation and ongoing recruitment in coordination
with Day Treatment Coordinator and Human
Resources Manager.

7. Oversees the day-to-day
operation of site specific Day Treatment Program, staff, clients and respective
families.
8.
Monitors Day Treatment Services provided in terms of effectiveness, family
involvement, timeliness, productivity standards for billable and client-related
services, state policy changes affecting reimbursement and meeting the varying
needs of jurisdictions served; and makes recommendations for program/staffing
changes to Day Treatment Coordinator.
Provides Day Treatment Services
coverage during staff absences.
9. Provides on-going supportive and/or case management
functions in accordance with the problems, needs, and the strategies identified
within the service plan in order to help the clients to achieve the stated
goals and objectives.
10. Directly provides
individual, group and family intervention based upon the needs identified in
the Individualized Treatment Plan.
11. Produces client-related
service records and maintains accurate and up-to-date documentation consistent
with agency policies and procedures.
12. Insures that all billing for
Day Treatment and other services provided within their program site is done in
full compliance with the requirements of DMHMRSAS licensure, Medicaid, and
other regulatory agencies.
13. Represents the agency in a
professional and positive manner at other relevant community teams/committees
as designated and according to agency needs.
Fosters the development of community supports and resources to better
address the needs of at-risk children and youth and their families through
participation on selected collaborative community teams.
14. Participates in regular CYFS
divisional meetings, and Clinical Services Team meetings, and other relevant
clinical or administrative staffings in order to enhance agency planning and
coordination activities; maintains close communication with consulting
psychiatrist and other service providers.
15. Receives regular supervision
with immediate supervisor as a means of enhancing professional growth,
reviewing the provision of clinical services, and addressing administrative
issues.
16. Performs other duties as
assigned by supervisor, which are consistent with the position and in
compliance with agency policies and procedures.
ESSENTIAL KNOWLEDGE, SKILLS
AND ABILITIES:
Knowledge:
Knowledge of supervisory techniques and responsibilities; considerable knowledge of mental health treatment models, assessment, diagnosis and effective treatment, and family systems theory in working with children and families. Working knowledge of group process, the dynamics of family and group work; and of social, emotional, and physical developmental issues regarding children and adolescents including unique life stresses and circumstances facing adolescents. Skill in clinical interviewing,
assessment, differential diagnosis, and crisis intervention techniques. Considerable knowledge and background in provision of family therapy, play therapy, case management
and mental health outpatient services preferred.
Abilities:
Administrative: Demonstrated ability to effectively communicate and collaborate
with a wide variety of professionals within the agency and community, both
verbally and in writing; to represent
program services in a competent manner to other agencies, CSB programs, and the
public; to provide supervision and coordinate the work activities of others; to
develop reports, proposals, and other necessary documentation and informational
materials; to conduct groups and/or meetings; to prepare

present presentations; to apply agency and program policies and procedures to
specific staff and client problems; to problem solve and mediate conflicts; to
apply sound ethical and clinical principles
to
specific staff/client situations; to implement management decisions after
appropriate input is provided; to engage others meaningfully in supervisory
processes; to exercise sound judgment, make timely decisions and communicate
information clearly; and, to maintain, through appropriate supervision and
quality assurance methods, up-to-date client records and service documentation
for all supervised staff. Clinical: Demonstrated ability to perform diagnostic
assessments and interventions with children or adolescents and their families;
to assess client/family needs and facilitate change with clients and families
where appropriate; to work effectively with community resources in coordinating
services for youth and their families; to intervene in crisis situations; to
effectively engage clients and families in a meaningful therapeutic
relationship; to accurately produce, monitor and maintain client records,
reports and summaries; to maintain
confidentiality and ethical standards and exercise sound, professional
judgment.
QUALIFICATIONS:
Masters
degree in a relevant human services field, with progressively responsible
clinical experience working with provision and supervision of mental health
services to children/youth and their families; prior supervisory experience;
or, a combination of education, experience, and training indicating the
possession of the essential knowledge, skills and abilities.
